Assigned Counsel Services

Assigned Counsel Services provides Family – Juvenile courtrooms with attorneys who represent parents and children. The attorneys assist in child protection and delinquency matters. Contractual providers of legal services are available to represent juveniles in both delinquency and child protection proceedings, including appeals that may arise from the proceedings.
Administrative Order 2014-06
Pursuant to MCR 8.112(B) and 8.123(c), the Third Judicial Circuit adopts the following as its Plan for the Assignment of Counsel with Administrative Order 2014-06.
Attorney Eligibility Requirements
Attorneys seeking house counsel assignments at the Lincoln Hall of Justice (Juvenile Division) for child protection and delinquency matters are required to submit an application online during the open application period. The link to this form will be posted on this webpage, at the Lincoln Hall of Justice and in the Detroit Legal News.
In addition to completing the application, attorneys are qualified if they:
- Are a member in good standing with the Michigan State Bar
- Have a valid email address
- Provide certification or proof of completion of a minimum of two training sessions related to the practice in the Juvenile Division
- Are approved by the Attorney Review Committee
Appeals
In addition to the foregoing eligibility requirements, attorneys seeking appellate assignments must submit a sample brief for review by the Attorney Review Committee.
Designated Cases
In addition to the foregoing eligibility requirements, attorneys seeking assignments to designated cases must complete the Michigan Indigent Defense Commission's Standard 1.
The MIDC’s Standard 1 requirement means that attorneys must complete 12 hours of CLE annually. To show that, attorneys can supply individual CLE certificates or a printout from MIDC’s CE Broker program.
