CONGRATULATIONS
    
The Third Circuit Court would like to congratulate Judge Kenny who was inducted to the Livonia City Hall of Fame on October 6, 2016 at the Historic Rosedale Gardens Presbyterian Church for not only serving as a model for judges but also for fulfilling his duty to citizens to provide clarity to our laws and consistency in their application.

     
Friend of the Court Attorneys Jillian Fitzgerald and Alyce Haas were presented with the Purple Rose Award at the ACCESS Domestic Violence Awareness and Treatment Program 10th Annual Dinner on September 28, 2016.  The theme of the event was Turning Struggle into Strength, and the program highlighted the resilience of domestic violence survivors, many of whom rely on Friend of the Court services to leave an abusive relationship and gain financial independence.  Recognizing the need to provide child support services to survivors of domestic violence in a safe environment, Ms. Fitzgerald and Ms. Haas partnered with ACCESS in 2015 to start an outreach program the second Friday of the month in Dearborn.  The program has successfully assisted ACCESS clients and the general public in addressing their FOC issues.    


What is Survival Mode?  That is the question that was asked of 75+ attendees who took part in a unique experience presented by author and renowned motivational speaker, Jonathan Edison.  The event was hosted by the 3rd Circuit of Michigan-Juvenile Division on Saturday, September 17, 2016 at the WCCC-Northwest Campus.  Attendees were treated to an exciting, thought-provoking interactive presentation by Jonathan Edison in which he shared his triumphant journey including the ups and downs and trials and tribulations that he has endured throughout the years.  Attendees were challenged to look within themselves to find what is needed to be the best that they can be.  Mr. Edison referred to his national best seller "Survival Mode" throughout the presentation, leaving the audience eager to learn more.  Everyone was thrilled when they were presented with their very own copy of the bestseller.  Mr. Edison graciously signed a copy of his book for everyone that stood in line for his autograph.  The event was attended by Juvenile Division families, 3rd Circuit employees, and WCCC students.  There is still buzz around the Division regarding the success of the event and the wealth of enlightenment Mr. Edison shared via his presentation!

SPIRIT OF DETROIT

On September 20, 2016, Third Circuit Court received the Spirit of Detroit Award from Council President, Brenda Jones, in recognition of exceptional achievement, outstanding leadership, and dedication to improving the quality of life.  Yvette Blackmon and Yvonne Barnett-Green accepted on the Court's behalf.

The Court will be conducting its annual Trial Court Public Satisfaction Survey the week of October 17th.  The schedule for each of the buildings will be as follows:

CASA Clothes Closet
 
The Court's Clothing Closet is housed at the Lincoln Hall of Justice located at 1025 E. Forest Bldg. B, Room 118.  Donations are accepted on Tuesdays - Thursday, 9:00 a.m. to 3:00 p.m. 
 
Currently donations for men's clothing, especially men's shoes, and clothing for teenage girls are needed.  If you have any of these items, please feel free to drop them off at the CASA office during the above times or make special arrangements with Roland Smith at (313) 833-3507.
 
All donations to Friends of CASA are tax deductible.

October is Customer Service Month.  In an effort to provide quality customer service to the public, the Third Circuit Court is pleased to announce multiple methods for obtaining essential case information and customer support on child support cases.  The Friend of the Court customer service windows are located on the 2nd floor of the Penobscot Building.  Our window staff serves over 2,500 litigants per month.  They are knowledgeable in all court processes and policies, and their focus is on getting the payer or payee the tools they need to resolve their issues.  Wayne County Call Center is another customer-friendly service provided.  You may call (313) 224-5300 from the comfort of your home and speak with a live operator about your case.  Many of our employees volunteer their own time to attend community outreach events on evenings and weekends.  Thousands of "Public Information Packets" have been distributed.  We have listened to you, our litigants, and are determined to make it easier for you to get in touch with us.  We are out in the community at U.A.W., Arab Community Center for Economic & Social Services (ACCESS), Focus: HOPE, Resource Network, Wayne County Community College District, the Detroit Public Library, and so much more.  We are deeply involved with our local Veteran organizations, and have been invited to speak at many of the Fatherhood Initiative Projects throughout Wayne County.  To date, we have served 1,802 individuals at these various locations and events throughout our community, but we believe we can do more.  The dedicated child support specialists of the Third Circuit Court are committed to ensure our children receive financial and emotional support.  Thanks to all of our Customer Service employees for their hard work and efforts in the community we love!
 
A FREE Child Support Help Program will be offered at the Detroit Public Library, 5201 Woodward Avenue, Detroit, MI 48202 on Saturday, October 22nd from 1:00 p.m. - 4:00 p.m. in the "Friends Auditorium."
 
A big thank you to our partners at the William Booth Legal Aid Clinic for sponsoring this event.  We appreciate all of the volunteers and agencies who are joining us to provide Wayne County families with much needed community services, legal aid, and help with child support, custody, visitation, and paternity issues.
 
The primary draw to this event is free legal consultation for people who have child support issues.  Local attorneys volunteer to provide pro bono legal services for parents and families who cannot afford legal counsel.  There will be a brief presentation at 1:00 p.m., and then attendees disburse for a one-on-one session with volunteer attorneys who will review their legal issues, assist with applications to special Court programs, help with filing motion forms, and so much more.  Parents have a chance to obtain useful information provided at our many resource and service tables.  There is so much to see.  Come on out and join us!
Third Circuit Mental Health Court Marks 6th Graduation

The Graduate Speaker shared she thought she would be rich and famous when she completes the program and graduated.  In many ways she is.  She has a story of struggle and triumph.

On Friday, September 23, 2016 at 1:00 p.m. in Detroit, Michigan, Third Circuit Court hosted its 6th Mental Health Court graduation. Twelve participants were given their certificate of completion in a ceremony hosted by Michigan State University-Detroit Center.  Tamela Aikens, Director of Adult Community Corrections Wayne County Department of Health, Veterans, and Community Wellness delivered the keynote address.
 
As one of 28 programs in the state, the concept of Mental Health Court is to reduce recidivism, reduce the length of stay in jail, and improve the treatment services for those who are severely and persistently mentally ill.
 
The treatment court program, led by Judge Timothy M. Kenny, Presiding Judge of the Criminal Division, is a success because of the collaborative efforts of our community partners.  All team members stress independence to participants and that tomorrow is a vision of hope.  Services offered include judicial interaction, mental health treatment, residential treatment, relapse prevention, employment and housing assistance.

VETERANS COURT CELEBRATED ITS 3RD ANNUAL COMMENCEMENT
   


The Third Judicial Circuit of Michigan---Veteran Court held its 3rd Annual Commencement on September 14, 2016 at Frank Murphy Hall of Justice in Judge James A. Callahan's courtroom at 2:00 p.m.
 
Judge James A. Callahan and Judge Deborah A. Thomas commemorated the three graduates during a closed session. The three participants completed an intensive five phase program of comprehensive treatment, supervision, and full accountability.
 
The Veterans of Foreign Wars, 4th District Honor Guard presented colors during the ceremony saluting our participants.

DRUG COURT TO CELEBERATE ITS 12TH ANNUAL COMMENCEMENT
 

The Third Judicial Circuit - Adult Drug Treatment Court and Urban Drug Court Initiative programs held a commencement on September 15, 2016 at 1:30 p.m. at The Salvation Army, Adult Rehabilitation Center, located at 1627 W. Fort Street, Detroit, Michigan 48216.  Professor Lauren A. Rousseau, from Cooley Law School delivered the keynote address.  She is known and respected for her work advocating for substance abuse treatment and prevention.  Other speakers included Yvonne Barnett-Greene, Manager of Court Services; Major Larry Manzella, Salvation Army; Hon. Lawrence S. Talon; Hon. Qiana D. Lillard; and Hon. Joan L. Larsen, Supreme Court Justice.
 
This year we honored approximately 21 participants who have completed an intensive program of comprehensive drug treatment, supervision, and full accountability.
 
This ceremony is evidence of the tremendous impact the Third Judicial Circuit of Michigan - Adult Drug Treatment Court and Urban Drug Court Initiative programs has on our community.  It also sends a powerful message that Drug Courts are a proven asset to the judicial system because they reduce the need for jail bed space, saving the county millions, but equally as important, they reduce recidivism by equipping participants with the tools they need to make better lifestyle changes.

CONFLICT RESOLUTION MONTH

In 1995 I saw a flyer for a new program being offered at Wayne State University-a Masters of Arts in Dispute Resolution.  It immediately caught my attention and after some reflection I enrolled in what would be the program's second graduating class. Our range of classes included negotiation skills, a mediation practicum, conflict theories, international conflict, and an in-depth study of the various forms of alternative dispute resolution (ADR). That degree opened my eyes to the practicality of ADR in not only the resolution of cases in litigation, but its usefulness in addressing a myriad of conflict areas including family disputes (such as divorce, custody, and parenting time), probate and adult guardianship matters, neighborhood and community disagreements, special education plans, victim-offender restitution, landlord-tenant disputes, and the list goes on and on.

In my position as the Executive Director of the Mediation Tribunal Association (MTA), I also serve as the ADR Clerk of the Third Judicial Circuit Court.  I am encouraged to see the Court's use of ADR to provide opportunities for the efficient and participatory resolution of the cases on its docket.  ADR in its many forms offers litigants a chance to participate in the resolution of their own disputes, hopefully ending in what many call a win-win resolution.  ADR can also often provide a quicker resolution of a matter before the court, which is also a win for the parties. The Court offers mediation in domestic relations matters, case evaluation and mediation of civil cases, and now a new pilot program has been launched to provide for the mandatory mediation of civil cases that evaluate for $25,000 or less.
 
In Honor of Conflict Resolution Month, the Third Circuit Court acknowledges the positive impact of ADR and recognizes Lisa Timmons for her continued dedication.
