The Supervised Treatment for Alcohol & Narcotic Dependency (S.T.A.N.D.) Program and its graduation are just one example of the Third Circuit Court's judges and staff's commitment to court users and the citizens of Wayne County.  Youth who participate in this juvenile drug court program are placed on intensive probation for approximately a year.  Out-of-home placements costs from $300-$800 per day.  With intensive probation, the youth stays in the community and receives supportive services to live abstinent and law abiding lives.
 
One graduate shared a glimpse of her S.T.A.N.D. experience at the recent February 10th commencement.  " People may say that Judge Braxton is a very strict and hard judge, but she cares about us, she cares about the kids that are in her courtroom, and even the parents that show up.  She gives us sanctions because when we mess up, she knows we can do better; and especially with grades, she gives us support for education like tutoring and even help for drug therapy.  I honestly respect her for all the things she does."
 
As for her plans for the future, the S.T.A.N.D. graduate offered, "I honestly don't believe in bad people.  I believe in people that just make unwise decisions and over time they eventually learn from them.  In the future, I would like to lead by example and use the experience I had here to be positive. I say this because S.T.A.N.D. cleared my head and taught me to be a better kid for myself and my family.  The things I'll miss about the S.T.A.N.D. Program is the people I've met, Officer Purnell and sitting down with him on my porch to talk with him whenever he stopped by to check on me, also Judge Braxton for pushing me to strive for better grades and to do my screens on time so I wouldn't get sanctioned."
 
In addition to the jurist and probation efforts, the administrative team of budget and finance, program coordinator, court reporting, mental health care professionals play a significant role ensuring the youth and the families receive a multitude of services.  The program graduates continue to have a very low recidivism rate of 9.8 percent within two years of completion.  The Court acknowledges the S.T.A.N.D. jurists, administrative team, and service providers and thanks The Detroit Public Library who provided the venue, motivational keynote speaker Rich Counts, Detroit City Council members, and County Commissioner Jewel Ware for their support in making the graduation an out STAND ing event.




Coat Donations Are Needed
 
The Court's Clothing Closet is housed at the Lincoln Hall of Justice located at 1025 E. Forest Bldg. B, Room 118.  Donations are accepted on Tuesdays - Thursday, 9:00 a.m. to 3:00 p.m. 
 
Currently donations of coats are needed for the upcoming winter season.  Please direct questions to Roland Smith, the CASA Director, at 313-833-3507.  This closet is open to everyone and no one will be turned away. 
 
All donations to Friends of CASA are tax deductible.

For the third year in a row, court users say they are satisfied with their experiences in Third Circuit Court.   Using a survey that was administered in courts statewide, Third Circuit Court asked court users questions about their level of satisfaction with court services.  Across the board, court users said that Third Circuit Court was accessible, timely, fair, and that they were treated with courtesy and respect.   The Third Circuit Court is the largest trial court in the state and one of the busiest in the nation, handling over 65,000 cases annually in 2014 and 2015.  The administrative offices of the Court support our 58 judges and help ensure quality public service.  This edition of the eNewsletter highlights how those divisions help serve court users and Wayne County citizens.
Jury Service Department
 
JURY DUTY - SERVE WITH PRIDE
 
The Third Circuit Court's Jury Service Department oversees and manages the qualification of jurors.  Jury Service is the privilege and responsibility of all qualified citizens. In 2015, over 60,000 Wayne County residents served as jurors.  It is an opportunity for citizens to participate directly in the justice system.  Trial by jury is one of the fundamental ideals of American democracy.
 
It is important to note that a person may request one postponement of jury service and that some people may be entitled to an excusal in some circumstances.
 
A person may request the postponement via the internet at www.3rdcc.org  if she or he completed the jury questionnaire online.  Otherwise, the prospective juror may send a postponement request:

- by mail to the address printed on the juror's One-Step
  Form
- by fax to (313) 224-2875 or phone at (313) 224-5650
  for the Coleman A. Young Municipal Center (CAYMC)
- by fax to (313) 967-3580 or phone at (313) 224-2507
  for the Frank Murphy Hall of Justice (FMHJ)

A request to be excused must be made in writing and returned within 10 days of receipt of the juror's One-Step Form.  The written request must include a statement of facts that prohibit jury service along with supporting documentation, e.g. doctor's note, copy of green card, change of address on driver's license, etc.  The written request should also include the juror ID number.  Requests for excusals can be made:

Phone requests are not allowed for excusals.

Restricted Items
All individuals entering Third Circuit Court locations at the Coleman A. Young Municipal Center, Frank Murphy Hall of Justice, Lincoln Hall of Justice and the Penobscot Building are required to pass through screening checkpoints. Posted at the checkpoints is a list of items that are considered prohibited and are banned at court locations. A full list of Prohibited Items in Third Circuit Court Buildings can be found on the website at www.3rdcc.org .
 
The hours of the Court are generally 8:30 a.m. - 4:30 p.m., unless otherwise noted.  Court holiday and other closings are posted on the Court's website and social media.

The Friend of the Court's hours of public access is 8:00 a.m. - 3:45 p.m., Monday through Friday.  The FOC Call Center may be reached at (313) 224-5300 to provide child support account information.
 
The Michigan Legal Help Self-Help Center of Wayne County is located in Smart Detroit, Suite 1300 of the Penobscot Building, located at 645 Griswold in Detroit, Michigan.  Its hours are 9:00 a.m. - 4:00 p.m., Monday through Thursday.  The Self-Help Center staff (called 'navigators') will be available to help visitors find what they need on the website, answer questions about court practices and processes, and answer simple questions about forms available on the website.  Navigators cannot give legal advice.  The Self-Help Staff will provide reasonable accommodations to ensure full and equal access of their services and assist the Third Circuit Court by providing reading services to the visually impaired court users.

Case Processing
 
The Case Processing staff is responsible for scheduling hearings for the judges in all of the divisions.  The Case Processing Department is able to advise when and where matters are scheduled.  Court Reporting Services is a part of the Case Processing Department.  A little known fact about Court Reporting Services is that it is also the department responsible for securing foreign language, deaf and deaf/blind interpreters, and providing amplification equipment to those who request it.  Court users may contact Case Processing at (313) 224-5255 for assistance.

THE BUDGET AND FINANCE DEPARTMENT

The Office of Budget and Finance is responsible for the processing and recording of accounting and financial information for the Court.  The Office's responsibilities include budget and accounting services for general fund accounts, grants and contracts, and fiduciary accounts; accounts receivable and accounts payable processing; financial reporting; and collections.
