Coat Donations Are Needed
 
The Court's Clothing Closet is housed at the Lincoln Hall of Justice located at 1025 E. Forest Bldg. B, Room 118.  Donations are accepted on Tuesdays - Thursday, 9:00 a.m. to 3:00 p.m. 
 
Currently donations of coats are needed for the upcoming winter season.  Please direct questions to Roland Smith, the CASA Director, at 313-833-3507.  This closet is open to everyone and no one will be turned away. 
 
All donations to Friends of CASA are tax deductible.

Beginning January 2016, the Third Circuit Court, Family Division is transferring our parent education program called Kids First to Michigan State University Extension (MSUE) after running it internally and successfully for over 20 years.  Kids First helps parents focus on their children during divorce.  Kids First also give parents valuable information regarding understanding the court system.  Being affiliated with Michigan State University, MSUE has a long history of running successful research-based training programs with methods and materials that are continually updated.  For the past three years, MSUE has been running our six hour, more intense Co-Parent, Communication and Coaching (3C) parent education program.  Parents are giving the 3C Program very positive reviews.

This transition is good news for the public.  In addition to using cutting edge information and teaching techniques, MSUE is able to run daytime classes for those who have conflicts with evening classes. MSUE also has added a number of choices on community-based class sites, including locations in the city of Detroit that offer free parking.  MSUE is able to hold costs down as well.  The three hour program is only $15 and that includes the book.
To participate, parents must preregister at: http://www.3rdcc.org/KidsFirst/Default.aspx .  Simply click on the link and scroll down to the class on the date, time, and location that are most convenient for you. You will then be prompted to enter your name, telephone number, case number, and email address.  All attendees will be given a certificate of completion.

Instead of attending the live Kids First Program, The Center for Divorce Education - Children in Between is offering a four (4) hour court-approved online course with a one-time payment of $45.95.  The class is offered in
both English and Spanish .

Happy New Year Third Circuit Court Staff,

Welcome back from the holiday season.    The Court is expecting a full and exciting year.   We have many technology projects lined up:  Odyssey go live, E-Signatures, eFiling expansions, and Wi-Fi installations.  Our Judges, court administration, and staff will be working closely with our Information Technology experts throughout the year on these projects so we will deliver services more efficiently.   We believe in public service.  Additionally, we are committed to engaging our employees more this year.    Cross-division meeting, training and outreach opportunities will be a norm this year; our divisions are interrelated and have a lot of talent and experience to share with each other.  Our staff is our greatest resource and when we work on one accord, we accomplish great things.   Moreover, we will expand our community presence:  the public can expect child support, mental health awareness, and adult and juvenile justice public awareness and outreach programs.  Some of the Save the Date promotional fliers and information are included in this e-newsletter.  Our mission is to be a high performing, innovative trial court that delivers timely and quality public service.  We expect 2016 to be a great year and we are so excited to share it with you!
State of the Third Judicial Circuit Court at Year End 2015

            In 2015, the Third Judicial Circuit Court had another successful year and improved operations in meaningful ways.
            As in any organization, there were changes in personnel.  The Hon. Daniel P. Ryan, a Business Court and Civil Division judge retired.  Governor Rick Snyder appointed Judge Adel A. Harb to the Court and he assumed a position in the Family Division - Domestic Relations.  Richard Smart became the Deputy Court Administrator in the Family Division - Juvenile.
            The 2015 Performance Measures Data Packet prepared by the State Court Administrator Office (SCAO) demonstrated that the Court's four divisions are doing an excellent job of timely disposing of cases. The SCAO Public Satisfaction Survey also demonstrated that the Court is performing well.  Court users and visitors agreed or strongly agreed that 74% of the time their court business was done in a reasonable amount of time.  
            Specialty courts were a point of emphasis.  A Juvenile Mental Health Court treating delinquent youth on Medicaid was established and began on January 11, 2016.  The Veterans Court was expanded beyond treating only veterans with substance abuse issues to include mental health issues.  Both the juvenile and adult Drug Court participants had less recidivism rates when compared with similar cases involving defendants who did not participate in drug court.  The success of the specialty courts were celebrated with graduations.
            The Court in partnership with the Detroit Metropolitan Bar Association celebrated Law Day on May 7, 2015 at the Coleman A. Young Municipal Center.  Three hundred Detroit High School students were treated by Mayor Mike Duggan to an inspirational keynote address and then participated in mock appellant argument on a First Amendment issue.  
            On August 26, 2015, the Clinic for Child Study hosted "Back to School", and provided backpacks with school supplies and clothing.
             On September 30, 2015, the Clinic for Child Study celebrated its 100 th  Anniversary.  On December 4, 2015, the Court celebrated the loyalty, dedication, and commitment of employees who had served 20 or more years.  Close to 200 employees were honored.  A reception was hosted by the Court at the conclusion of the ceremony.  
Although much was accomplished in 2015, much more needs to be done.  The Court plans to proceed with adding asbestos cases and criminal cases to eFiling.  The Odyssey Case Management System will be implemented in the Family Division - Juvenile.  The Court desires to pursue a contract with a vendor to move electronically internal documents within the Friend of the Court and the State of Michigan.
The Third Judicial Circuit Court looks forward to a productive year in 2016 and to improved services for all court users.
